Assistant Director (Financial Security Policy), CSSD/SPSGDescription of Division/Branch:The ComCare and Social Support Division (CSSD) oversees policy, operations policy and service development matters for low-income and vulnerable groups. Our division focuses on individuals or families facing financial difficulty, multiple needs or complex issues, with the aim of supporting them towards achieving stability and resilience.Brief description of Job Scope:The Assistant Director will supervise a team to review our social assistance approach and policies, and develop strategies to support low-income and vulnerable families and help them achieve stability and resilience.Responsibilities:Review our social compact and social assistance approach in Singapore.Review and enhance social assistance policies for low-income families, namely ComCare Long-Term, Short-to-Medium-Term, and Interim Assistance schemes.Review COVID-19 support schemes for individuals and families whose livelihoods are affected by the economic impact of COVID-19.Design upstream strategies to enhance the stability and self-reliance of the lower-income.Ensure Whole-Of-Government alignment for strategies and schemes that support the lower-income.Oversee key publications, KPIs and reports relating to the accountability of ComCare schemes e.g. ComCare Annual Report, Trends Report, Budget Book.Develop and coordinate the communications and engagement plan on social assistance policies and issues, including providing inputs to international/regional organisations.Supervise 2-3 policy officersCompetencies required:Education qualification or work experience related to the social sciences or other relevant fieldsAt least 3-4 years of relevant work experience in public policy formulationAbility to engage government agencies and community partners at different levelsStrong writing, analytical, policy formulation and research skillsStrong communication and interpersonal skillsAbility to lead a team
